I don't think it's braille too because, when I past it on photoshop and move it to another pic to see if they goes together.
The white circles are transparents...

I took the image of the eye with the blank squares with 4 shaded. duplicated and mirrored the image I got this:

L eye: WSAG
R eye: WCAW

then rotated the entire image (both side by side) and got this:
l eye: ESQG
r eye: ECQW


Dunno if this helps but i tried to take the riddle literally and solve it that way.. any thoughts??

and why then would you use all of those letters? morse code does seem like a possibility, but as they are all dots, doesnt make much sense. getting there i think though.

Perhaps its a QR Code aka Mobile Tag, you must to install a software on your phone and when you take a photo' it show a link, image, mp3, vidéo...its for commercial...but why not here? It looks like closely.

To me, the stereogram looks like some kind of skull with lettering at the top and bottom, which I can't quite make out. Some kind of military insignia?

It's what we can see in the stereogram because, to see a stereogram, we have to cross our vision.
The picture is separated in two parts, left and right, and when we cross the vision, the brain automatically reverse the picture and make it appear in some kind of 3D
So, to make the stereogram appears, we just have to duplicate the layers (photoshop) and try to get something useful. Then, we come to this.

But I think, there is nothing more to do because the PM doesn't posts anything in /q.html and we always are in the #2
We have to wait until #3
