Generally, you "View Source" on the page, first, and you'll find a reference to the location of the file, if there is one. Look for the <link> or <style> tags. Then just drop that into the location bar.

So, the one at imbeingfollowed looks like this:
<link rel="stylesheet" type="text/css" href="id.css" />

meaning that the css file is at http://imbeingfollowed.com/id.css
