If you speed them up, and reverse the first word, you get something that sounds like "Drown him"

I think this thread missed how the numbers are supposed to be read, but came to the right translation for Program anyway. You keep translating directly to decimal numbers but using special rules to make it work right, but it's actually much simpler - you translate them to hex, not binary. If you translate those binary numbers to hex you simply get:

01 02 03 04 05 06 07 08 09 10

And reading the binary from Program as hex you get:

25 01 13 01

Which obviously matches what you were getting anyway but gets there in one step
