Goodness gracious. TTA doesn't seem to be playing around with this one. This one feels like a genuine warning, for some reason. Very unnerving.

I can only make out certain parts of the audio, many parts are pretty unclear to me, but I can definitely hear things like

"Just wait 'till we're alone together..."
"Go upstairs to your room. I will be waiting for you. I will surround your bed. Close your windows...."

But other than that almost everything is too unclear for me to determine.

Anyone know what film the footage (and/or audio) is from?

Separating out the reds and blues/greens is similar to the end of Entry #17 when the video distorted. Isn't that also how they make movies 3D?

The man in the suit smoking has distortion across his head. Reference to Slender Man's no-face or to the distortion in the shadow of Tim's head in Entry 17?

COME BACK appears at the end, but is 1. out of focus 2. crossed by bars of some sort.

Definitely agree with Vicarious Atonement: anyone know what the source(s) for the video and audio is?

The audio seems to be a bit different than the quote on the website you linked. It goes as follows;

Wikipedia has an entry about Silent Snow, Secret Snow. The plot/interpretations sound at least mildly relevant.

I think the idea behind this one is, whoever TTA is, is inviting J to go back to the house from entry 16. This is also supported by the video description "again".

"Go upstairs to your room. I will be waiting for you."

In the next entry J will probably break into that locked room. Will TTA be revealed?

Yeah, that "COME BACK" definitely creates an epic hype for the next entry. When I see that entry posted online, I'm getting my popcorn ready.

But seriously, I think the story has really kicked off in the last two entries. The "Come Back" at the end was awesome. Oy, I'm psyched.

I knew I should have paid more attention to Night Gallery.
