I think that's becuase being published is a really big thing in academia: it like proves your academicnessness. Phil seems to be pointing out that fact that a lot of Kanes' published work is actually self published, and not found in "credible" journals...

Maybe David Douglas is a hack? He's a real person, and this is a real quote so I doubt it. Maybe something about the quote itself is a clue.

I think Phil's checking up on Kane, and finding that a lot of his CV doesn't add up, or doesn't mean much.

So, I'm guessing the circled date/time is supposed to be Phil planning to meet with Dr. Jane Harnsburg to talk about Kane.
