heres what david's carreer was:
joined army, did all the required stuff to be a ranger, became ranger for a few years, joined delta force for a bit, discharged, recruited into s-walkers.

since the army guys there answer to the overseer and the Overseer isn't there David has comand of any army people with him. so that means he can order Kate around and she has to do it because of the chain of command.

He joined the s-walkers for payback for what sledy did to his quad while in delta and to get reinstated becuase he got a dishonorable discharge that happened becuase of insubordination that was cuased by imense stress over the deaths.
