My guess is that 11 was the original, unaltered @aquapolis.net ftp photo.

Those refer to the article ID numbers used by movable type. Usualy on systems like that, a few IDs get skipped, changed, deleted, or some other such nonsense. This board is missing something around 17 users, IIRC, based on the difference between members count and ID numbers.
