 		the first three letters sounded like m o d to me. so, that said:

yeah, i've been trying a few things myself with the scrambledness but haven't had much luck either so far. i'll keep trying though but hopefully someone else will solve it before i can. maybe the guy that's speaking before and after the letters/numbers are said holds a clue, but i can't really make out what he's saying.

EDIT: still working on the puzzle. in the meantime, though, i looked on wikipedia to see if 1969 held anything significant in that year (unless 1969 becomes something different in the solution to the puzzle). all i could find that is possibly related is this:

 		at the beginning of the video he says something about:

all the lower (something) in west area in commanded from the league(?)

is my best guess and I'd say he says at the end:

consider the whole spectrum(?)

 		konamouse's solution was mostly correct, i realized - the first puzzle that produced the link to the website didn't have the "mod" part with it.

so, using that same idea, encoding the scrambled message through VIG with the key ZRUR,

I also think it's an N not an M and if thats the case somebody needs to check this out.
