I'm wondering if there is some sort of extra rotation needed?
For example, Caesar's nephew, Augustus, also used the cipher, but with a right shift of one, and it did not wrap around to the beginning of the alphabet:

Whenever he wrote in cipher, he wrote B for A, C for B, and the rest of the letters on the same principle, using AA for X.

I wondert his because there are a few pairs of letters; yyuahrnqyf and ulli

Well, also what the heck is in that .rar file at meow-meow group post by Giovan? I would open it but I'm on my work pc right now and can't DL anything to open rars....

This one here that the mysterious IPLAYCOD fellow posted....

It contains a password protected PDF of the same name...obviously cracking that encoded message will point to the password.

the .rar file needs a password, i've tried the following so far with no luck
Freedom7 (varying capitals)

t.r.e.y.a.r.c.h (somebody at codz suggested, i figured what the hell)

The rar is password protected, and since we can't open it, we have no idea if the pdf is passworded.

I'm sure that's ^ what you meant but I wanted to clarify.
