When I saw it I immediately thought of the Roswell I beam

Its not a perfect match but it is somewhat similar.

I saw basically the same thing 21470.64 sounds to me like 1/2 of a lat/long location.

Lat/Lon coords can't go that high. Normally they go from -90 to 90.

If you take the first 4 as a + sign and that separating lat from long you get 21 and 70.64 which is in India.

 		This is what we came up with as the audio at the beginning:

"Groom Lake One, Wright-Patt [SITREP?] ETA. Over."
"Wright-Patt, Groom Lake One actual. Cargo intact, ETA on schedule."
"Copy Groom Lake One, expect your..."
"OH MY GOD."

Groom Lake is a dry lake bed just north of Area 51, so probably the callsign for the train as someone mentioned above. SITREP = Situation Report. It sounds like the train operator talking to dispatch at Wright-Patterson Air Force Base...

 		You sir are correct. I looked at it, and that was the first thing that popped into my head, but you are completely correct, that would be an impossible number for a lat/long. I still think I see a . in it though, 21470.64, am I the only one, or does someone else see it?

 		As a complete noob, I'm not sure whether what I'm about to say will make any sense...

That being said, the numbers on the pole (I saw 21+70.64 at first) reminded me of the markers they use to show location.

I wasn't sure how to describe this, so I found this as an illustration. See if it makes more sense than I do.

You see how each thing is marked with an increasing number? That what this reminds me of, anyway.

Like I said, I'm new at this stuff (brand new - introduced to the ARG concept 2 days ago, in fact) so forgive me if this... was completely worthless.

The + sign looks more like a double dagger to me. I haven't found anything with it yet, though. I'm still looking...
