Best free voice changer?

Best free voice changer?

I'm wanting to get free (as in price) software that not only changes the voice live but also something that can take a pre-recorded clip and voice-change it

Check download.com for whatever is the most popular and seems the least buggy. Sorry, I do not have any personal experience w/any of these programs

Well you can screw with the audio by piling on filters using Audacity or the like. But I've never used anything specific to voice alteration.

voice changers

Not exactly a voice changer per se but altering pitch using Audacity can make a huge difference in voice. Don't do too much, 5~10% tops. It usually sounds better dropping it down than raising it. Messing with the equalization after pitch changing can help make it sound more normal again.
The few voice changes I've tried sound unnatural. If you are willing to have a voice that doesn't sound quite normal just go with any one of the text to speech convertors. Some are pretty good and many of them will let you do snippets for free using a web interface. You can tell they are computer generated, but they are mostly very understandable and have distinct accents and characteristics.
Or beer...lots of beer...that also qualifies as a voice changer.

I'm afraid I don't know where to get a free voice changer, but I have a funny story:

I was staying with a friend in Boston a few years back and during my stay she accidentally activated a voice-changing feature on her home phone while calling her husband - which turned her voice into a stereotypical deep, slightly distorted, very low horror movie male kidnapper/stalker/murderer voice.
She called her husband and said hello. He was immediately scared by this voice and said 'who is this?' She replied with 'it's your wife...' and her husband thought his wife had been taken hostage or something and nearly shat himself! It was hilarious! We had lots of fun calling each other around the house and saying stuff like 'I want one hundred thousand dollars in small bills...' HAHA

I'm not too sure about real-time voice effects, but there are plenty of programs in which you can apply the effects and render the changes as a .wav, .mp3, etc...
