i know it's been discussed that it could be a phone number but my original thought was along similar lines...what if it's a recording of someone breaking into a government warehouse of something and that's the code to get in the door?

Look at this, from Wikipedia. It's about the military dialing scheme used in the 60's and 70's. It includes a preemption number to dial first, then a regular 7-digit phone number. The eight numbers heard in the tone might be the preemption number followed by the phone number.

This has not been mentioned yet but it reminds me of the early 70's when this guy used a Captain Crunch Whistle to make calls. I remember is from old 2600 newsletter. So hope this helps..

Area Code 702 is Las Vegas, NV

Military dialing uses DSN (so no area codes). From another DSN phone line you just dial the outgoing code (sometimes 70 or 78, sometimes 80 or 89, sometimes 90 or 99) then the 7 digit DSN number.

Example. Commercial line might be 702-652-1100 and the same phone might be DSN 348-1100 (this is just an example, please do not try these numbers, not sure where they really go).

If it is tone dialing then the notes should be two simultaneous frequencies that correspond to the particular key being pressed.

IT's F-ing morse code! That works with pitches and frequencies and you can translate it to alphanumerics!

Think about it. Something simple like IS ALIVE could translate to something that short almost...

So it's 8 numbers, phone numbers are 7 digits... but in a lot of situations you have to dial 9 to "get out" of a phone line. Like at a hotel. Could the first sound be 9, and then use that to decode the rest based on that as the key to decode? I'm still wrapping my brain around some ideas for this, but that's my first instinct.

When I was younger, and had to call my grandmother from long distance, I'd have to put a 1 in front of her number so that the call could actually reach. Now that I'm older, I have to do it with cellphones. So if that was the case, the number would look like 1-###-####
