 		He's probably running some type of video editing software in conjuction with the broadcast thus it's clogging his bandwidth and slowing his CPU.

That was the Jim Bean, because of all the "shoe on head" signs
He presumably doesn't have a shoe nearby so "Jim on head" was the consolation prize.
