EDIT: The Observer uses a consistent code for his text, right? If so, can I get a link to whatever is needed to decode it? I'm a bit behind on The Observer's antics, so I need to catch up.

Those were definitely The Observer. I think he was referring to the occasional lighter text in the images we got over the past month or so, saying that he'd stop The Observer.
