I went to his google profile and looked at the source for the map image to see if I could determine where the points where. The North American point was the following:

 		Guessing that 'YIK Vvkug' would turn into 'KRF Group' and 'Q1' is 'Z1' - see if I can come up with something.

 		I notified Abby via Twitter about the text before solving the code, but removed the tweet after the solve - wasn't sure if it was maybe her that had put the cipher there by some chance. She did see the tweet though and responded:

I suspect that was her letting us know her limitations at the moment. Currently she believes that her superiors see her as a security risk.
