Gnomeatic Posted a Gnomic Service Announcement and it has some QR codes. The one on the the right QR says:

but I cant make out what the Left one says. Does anyone know?

Ok here is an update for Nighthawk and whoever else couldn't make it to the chat.
Gnomeatic tweeted that chat was open. Link pointed to the login screen found on IFILR. Entering the password provided brought us to chatsolutions and a secure chat channel. Gnomeatic, Vick and a gnome named Newell were there. They said they were going to try to infiltrate the IFILR office but didn't have much of a plan. There was a guard at the door holding a baseball bat (presumably with it's mouth). Vick brought a static generating device but when he turned it on it shocked him and he dropped it. He then brought out a sock to disguise himself and walked up to the guard and started a conversation. He told the guard that he forgot the password to the coded key lock on the door. The sock guard, who we found out was named Garibaldi then dropped a piece of paper and said it was a clue to opening the door. Gnomeatic posted a video and picture of the paper http://gnomer.ifilr.org/IMG066.jpg . We then spent the rest of the time trying to figure out the puzzle. Gnomeatic provided a couple of clues. He said that the third picture is a hat or cap (military style). He also hinted that he thought the puzzle (or maybe one of the pictures) related somehow to Garibaldi or revolutionaries.
So here is a pretty complete list of three letter words http://www.yak.net/kablooey/scrabble/3letterwords.html Not every definition for every word is provided but using Ctrl+F to find "shoe" I think I was able to find a match for the first picture. I think it is a Balmoral which is often called a Bal. I looks pretty close, anyway. So that would give us

[ho]g - p[ot]
as our best guesses so far.

I'm just guessing. Couldn't the the picture on the bottom right also be Bal for the balaclava, or ski as in ski mask. And maybe the picture in the middle right could be cig as in Cigar.

So I found a list that shows revolutionaries it will be helpful.
Also I have some possible answers:
I'm unsure about the Candle and shoe.
How does this tie in with the 3 letter words idk... well except for axe.

wow and here I was thinking that the letters would be used in a code on a keypad for the door, but the revolutionaries thing kinda blows my thinking out the door.

Using the first three letters of the corresponding revolutionary's last name I got
A[LL] - [TR]O
? - G[AR]
[GU]E - M[AR]
AO?GEM
Using that and accounting for possible mismatches in revolutionary names, I've deduced that the passcode is probably

ETA: I'm thinking that the beret may refer to Thomas Sankara . That would give us

I'm skeptical of Salvador Allende. The shoe clue is kind of ambiguous.
