I have also checked the online classifieds of Philadelphia area newspapers and found nothing other than wacked out religious postings. At this point I do not think they are IG unless the new victim comes out to be a priest of some kind (also a position of power).
However here's an example of the kinds of crazy stuff on there:

Again, I don't think those have anything to do with the game. Other religious postings have been debated on the IG forums as well since this latest clue but it really does not pass the smell test at this point.

IG forum noticed the Phili paper lead to 4 twitter accnt's which by following F8's hint to join the party reveal the latest IG site: PrometheusbyF8 .Just attaching one scan of how to align for reffy as the site was found while I was still having fun jigsawing.
There's further news to read at the IG forum as am only following this lite & headed now to Sleepyville.

Happened to be in on at least part of the solution in IRC for a change and it was impressive how quickly this one went with as many pieces as it took to get there.

Just filling in the gaps on the latest solution. First, the four images put together above come together to form a tetrahedron in 3D. Best to print it out on paper and do the folding to see it. The words 'F8' 'by' and 'PROMETHEUS' could then be read off it and led to first the site above.
On the new site
Spoiler (Rollover to View):
the page is all black, but press the F8 key and you get a repeating clip of F8 humming/singing. The notes are F-A-D-E-D. Type 'faded' and a red video clip from part of the latest SS update plays repeatedly. F8 gestures 11 times before the video goes away for a split second and you see the letter F. The clip repeats again. Watch this whole thing for 11 times (11x11=ugh) and get a new letter each intermission. Altogether you get 'FIGHTORFADE' leading to the newest Ustream site.
I had trouble with this in Chrome and never got it to work right there, but IE did it perfectly fine. If you don't see it work in one browser, give it a try in another.

Yeah, I think it's coded for IE. I tried it on my trusty Firefox, and nothing happened either, much to my dismay.

After d/ling the vid to play with the speed am catching most 'tho not all the letters. Happy to have been asleep during the 1st assault on it! And. of course, if you fold my above scan pyramide-wise you can have a personal memento (mori ) from F8.

New player...Missed Miss Fortune? Did we miss a clue? I guess you would call me a lurker, up to this point. Over the last week, I have tried to catch up on all developments, so I could participate and make timely suggestions. We have mentioned that the Lucky Numbers is not clickable, but did anyone take note of the lights? From blackout to blackout, the numbers are: 10, 8, 13, 9. Could these be a useful code? Welcome to uF Barachel. Possibly the cake cipher is another Beaufort with the breaks determined by the five-lined, 22 character inscribed dog collar on Dee's blog, giving HLIL QPL FZDB HUMHUV JCFJG?
Reckon the cake itself could be a clue. It's so butt ugly and the icing looks like blood on mud. Maybe F8 is color blind.

Damn it, I was really hoping it was Cesearian Shift and we had something but it's not. I bet it's Vigenere and we need the key.
Speaking of keys, is that a key that Dee is wearing around her neck in the videos?
