I'm hearing the word image and bluecam..

Bluecam is a remote camera app over Bluetooth..

Since this recording is an mp3, it must indicate that this recording is recent to current as they didnt have mp3 in 1979..or 1989, or...

Perhaps this is to illustrate that they are looking in the wrong place?

To me, after the word "Blue" I only hear a one syllable word right after it, and it sounds like "cam/can/kam/kan", and whatever it is, it sounds as though it comes at such a quick pace that there is no room for another syllable to be between the both. And it that sentence, could it be the word "flying" that is said?

And as far as the mp3 file, who posted that? Mysterio or Josh? It would seem as it would be Mysterio, but why? If one of the voices on the audio were Josh's father, what purpose would that serve, as from the August 21 HLM post, Josh didn't KNOW his dad growing up, so how could he have ID'd the voice, unless the intent of what he meant was that while he didn't know his father growing up, he may have known him later in life.

Someone earlier had said that it is certainly possible now to transfer audio from the past (reel-to-reel, record player, cassette, etc) to modern audio files. Having said that, the thought has crossed my mind that the two men may be discussing the aftermath of the train crash.

Either this is edited pretty badly or there is some logic to it...
Around the time the two tones can be heared the voice and tone change. From right before the tones to right after. To me it sounds like "Who can" [tones] "blame on it/him". But it sounds like two different people (a third person in the overall conversation). It's not a fluent transition from the first part of that sentence to the latter.
Overall, the atmosphere sounds like "public" to me. There is the aforementioned dog pretty much at the beginning and the tones. My guess, they are the door-opening-sirens of a shop. Or an elevator. Or something like that.

Edit: and actually there is a third tone in the sequence. Not that it would matter really. It's hidden under the "think"... "you think there's any...".
Can't hear the fourth tone that was mentioned though.
