That's the point, he was there to make good on the totheark threat, but couldn't go through with it.

Since when is Hoody trying to get to the Operator? All he's ever done is run away from the Operator. And I do not recall seeing Alex in the tunnel beneath the hospital when Jay was running from him.

There were footsteps above, and given that the Operator has never been observed to take footsteps (he seems to either directly teleport or have more of a gliding motion), we can assume the footsteps were not his. Logical conclusion: Alex was roaming the hospital above while Jay was in the tunnel.

He took steps in season 1. But more to the point, I said reliably. We never know exactly when the Operator will show up with Jay. However, when Alex has been in trouble, the operator has shown up. Hoody wants to stop the Operator (presumably) and needs Jay for that (again, it's the best we can presume). While he want's Alex dead, he doesn't know how to stop the Operator yet. Of course he's going to run. Ever think he pointed the gun at Alex to make sure the operator would show up, rather than to make good on his threat?

That only works if Alex were shown to be the only person in the show with feet.

We have no idea what Hoody wants, nor do we have enough information to assume he wants to somehow stop the Operator. All we know is they have a vendetta against Alex.

I wonder that myself. I'm still not sure wether I think Hoody is carrying out some grand scheme with everyone he's manipulating or if he's just off his nut. Or both.

 		You know, it honestly didn't seem to me like he hesitated that much. He seemed to just take a second to relish it. But another possibility is that he was interrogating Alex.

 		Well TTA already failed to keep their promise when they didn't off Alex yesterday. Even if they killed him before midnight today, he's already had another birthday.
