I would think it's possible and would make for a more interesting game. Though, perhaps it's more like Harry Potter, where the entire fleet is lifted/lowered in rank based on teamwork and or points.

I couldn't imagine changing individuals into other fleets - think of the administrative nightmare that would cause. Secretly, I'm hoping for some loyalty shifts (someone else mentioned the Red Cosmo) and us, being Cherry Red, could be likely. bwahahaha Twisted Evil

It's still possible that on grounds of the input we gave, we were placed in one of the fleets and then grouped by location.
