Hopefully it was good enough. I did a lot of honest-to-god internet research and pooled my ideas, but tried to keep the word count low.

A bulk of my research involved finding and reading through old technology proposals, both military and non-military, and I stumbled across a largely ignored paper from an Eastern Bloc country, entitled The Usage Of High Frequency Electricity Pulses Through A Plasma Cloud In The Field Of Law Enforcement And Crowd Control. The paper puts forward an idea for a mounted weapon, capable of inflicting pain as well as temporary paralysis on its victims within a quite sizable range. The paper describes its effect best, I feel:

[...] the HFEPD was then tested on a group of individuals. Roughly five seconds after the beam activated, the test subjects closest to the target of the ray, started to show signs of pain and discomfort, which amplified over a period of a couple of seconds to loss of muscle control and intense pain. For those further away from the target, it took longer for the device to exert an effect on them but it soon had the same effect as those closer. After turning the device off, the participants still showed visible signs of distress and some pain, which faded with time. They also seemed affected by visible muscle twitches, although these too dissipated over the course of a few hours.

The HFEPD, or High-Frequency Electricity Pulsing Device, as it was named in the paper, was seemingly only tested to this level, and no higher. No explanation for this is given. A description of the device and its inner workings, however, comprise a prominent part of the paper. In short, the device generates a beam of low-temperature, conductive plasma using electromagnetic coils and a plama-generating circuit. This beam extends for a length proportional to the power supplied to the electromagnetic coils; it is, however, trivial to generate enough power to extend the beam indefinitely. This way, a great degree of variability of range can be achieved. On reaching an object or the end of the magnetic field, the plasma billows out, creating a reasonably sized cloud. Electricity pulses are then sent down the plasma beam and into the cloud, at very high frequencies, repeatedly electrifying any living thing contained within the cloud. This wide-area high-frequency electric shocks cause, as described in the paper, pain, as well as paralysis due to rapidly contracting and relaxing muscles.

However, I believe that it is also very simple to alter the HFEPD to cause swift deaths to every living thing contained within the plasma cloud. By increasing the current to the electric pulse generator circuit, and slightly changing the frequency of the pulses themselves, it would be possible to cause the hearts of the victims to go into the state of fibrillation. This would then mean that it couldn't pump blood around the body efficiently, causing death. It also causes quite significant internal damage. Why the usage of the HFEPD as a weapon was not mentioned in the paper, I do not know. However, I believe that it is possible that the weapon of which our researchers witnessed a demonstration was in fact an implementation of the HFEPD.

The method the HFEPD uses to cause death could also explain the revival and subsequent movement of the blackbirds - something I know that the Research team are interested in. Since the electric shocks send the heart into the state of fibrillation, any late, residue electrical energy could function as a 'defibrillator,' bringing the heart back to normal function and letting the bird resume living. The death of the revived birds over Beebe would then be due to the significant internal injuries which they had sustained during the period of electricity pulsing. Naturally, the revival of the devices victims is very undesirable, but also quite easily avoidable with modifications to the weapon.

Finally, in terms of a name for this proposed weapon; I suggest KOLIBRI. 'Kolibri' is the word in several different languages for the hummingbird, and an analogy can be drawn between the high-frequency of the hummingbird's wings and the pulsing of the electricity. The device is already tied to birds - the blackbird demonstration - so I feel this is a very fitting name for the weapon. In any case, I hope that you derive some use from my research and consider my proposals.

Sorry Cesque,
I under research, I sent in information on High Frequency Electricity Pulse Devices (HFEPD) and HARP back on Monday with Links to actual pages complete with pics. I also gave specific examples of how we could use the devices in repelling, maiming, and killing if so desired. Remember, they did not want to kill with the area denial system. I did want to let them know it was an option though if needed.
Good thinking though. We think alike.

I sent in something completely different under Development.
