 		No one got it--they said on the facebook page that they were just going to stage 3 since it stumped everyone. :/

Use a rot cypher that will show you up into the 25-ish area to get the phrase, then google translate is your friend. That's where the picture comes in. Use the same cypher on the end of the link and check around pastebin for the "answer".
