If the current interpretation is right ("In time, Alex will suffer. Will you know me? I will always know you." and I'm inclined to believe it, since it fits) it also means that Alex is still alive.

I'm no good at audio stuff, though, so. But if that's really the proper one, then Alex is alive, which could be a big thing.

... I am jumping ahead, though, so I'll shut up until someone has a good cleaning up of the audio.

Going off of what others have said about there being Two figures..

What if the two are Jay and Alex?
And the one drowning was Tim?
(Knocked him out in Entry 35 and dragged him to a river/pond to dump the body and believe they had finished him off?)

Or .. if there is one reflection, it could be TTA and he's making fun of Jay? Surely Jay is utterly mortified at seeing entry 35. He could be in a sense 'drowning' in confusion and/or emotion with everything that has happened yet he can't remember.

A little off-topic, but I've noticed someone mentioned that it sounded like Microsoft Sam speaking. That being said, TTA has NEVER actually used "his own voice" in his videos. The only other time there is "speaking", it was the audio from an old movie.

Could TTA be mute/unable to speak, and therefore only speak in these roundabout, diluted ways?

I'm beginning to think that TTA isn't Tim. And I really want to believe that the man standing over the water is Slender Man. The biggest hint is that it appears he's bald.
