 		OK, first of all
It is confirmed now, that M used the Map to retrive the note from FFSH, (which was a mental hospital) which was located under the third step

EDIT: M says "Even Ted Hall couldn't help me anymore"
Meaning M got help from him in the past

It might help if you reload the STIES site and then check the Photos folder. I had to do that.
