It's definitely slendy. Even though it's blurry you can see some white on his front when he walks up to the car. Plus you can see him bend to look into the car when he pauses. Anyone else would be able to either see in just fine, or have to stretch up a little to see well enough.

The way I see it...
Slendy argument: he's tall, no face, dark clothing, shirt and tie, long arm, weird movement
Human argument: average hight, too blurry to tell if there's a face, Slendy impersonator?, fast movement, little/no distortion, holding camera/phone

Pretty sure it's not the operator, those movements were too human (Check "Return" to see how Slendy moves) and the individual in the video was too small to be him anyways, Slendy would've had to hunch waaaaay more than that.
My money is on a new character or just a bystander

We've seen the operator move like that before though, mainly early on. If it was him(at first I thought it was, less sure now) then I would have expected better.

I am pretty sure the white at the front isn't a business shirt, it's a hand - either holding up a camera, or holding a coat shut.
I'm betting on Alex. Alex told Jay to be there, after all.
I'm guessing this controversy will most likely go away come the next TTA video.

At first I thought it was the Operator, but there were no disortions (as far as I could tell, though it was blurry and quiet, so it would be hard to notice any).
Also, I'm not sure if anyone else saw it, but doesn't it kinda look like s/he's wearing a scarf? Try looking at 2:28, I'm sure I can see one
EDIT: Just realised, 40 minutes passed on the tape before the figure showed up. In Entry #1, the distortion occured BEFORE seeing The Operator, not during. There may have been a distortion during those 40 minutes that were cut off

I think it was TTA, filming him. But the only thing I'm sure about i that its NOT slendy

If my alternate TTA theory (when TTA != Tim), then I think it was Seth, because it's definitely not Tim.
I really don't think it's the Operator. For a start he's way too short. He appears to be wearing a white scarf or has a white top on with an open jacket, but not a white collar. There is no tie. He moves in far too human a way because he leans down, looks in the car and then waves from side to side as he stands back up and walks away.
Plus there was no visual tear and I'm sure that J has probably noticed that those appear before the Operator appears and would have shown us.
Plus, Alex would have woken J up, I'm sure.

This isn't entirely true. Slendy has shown up before, most notably in encounters with Alex, and the camera hasn't shown any sign of visual tearing. A theory from the Entry 39 thread is that because there was a physical barrier, in this case the car, between Jay and what could have been Slendy, his affect on the camera wasn't as dramatic.
However, Slendy has been infront of the camera before without anything between him and it. Entry 14 shows him take up nearly the entire frame without anything as much as a film scratch. Of course the tape cuts out after Alex wakes up but this leads to two possible explinations in my opinion.
There's a way to 'shield' your camera from the effect Slendy gives off, which Alex must have discovered somehow. Or Slendy can choose when his presence affects the camera.

The lack of visual tearing/distortion doesn't rule out the Operator's presence.
Example: Entry #1 - only the sound is missing.
