 Educational ARG in Tokyo
I'm really hoping to get some advice/ideas about making an ARG to use at work.

I work at an educational theme park in Tokyo called KidZania. Part of my job is to get the staff at our company to learn and use more English.
I'm not a gamer, and have actually never even played an ARG, but I stumbled upon Reality is Broken, and after reading it am convinced that using games is a great alternative to the traditional way of language instruction. So, I am working with an American colleague to design an ARG to use, and of course we have no idea what we are doing, but are going to go for it anyway.

Here are the basics so far:
We have no budget, so will only be able to use the resources already available to us.
Neither of us are programmers or developers, so the technological aspect of the game will be limited to Twitter, Facebook, etc.
We want to start with a small group of managers on the operations team, which means the number of players will be limited to 12. Also, the players will essentially know that we are the puppetmasters from the the outset.
We also want the game to have a time limit, likely between 1-3 months. If all goes well with it, we are hoping to expand it so that more of the staff can participate in a next round, and then possibly make it something we can market it for the kids that come to visit our park.

We are really at the beginning of the process, and all we have decided on are what the goals of the game are in terms of language targets (e.g. Participants will feel more comfortable speaking English to foreign visitors. Participants will do an English presentation at a company meeting. etc.) We are planning next on coming up with the storyline, and then to start creating missions and the actual game play. The missions will revolve around operations in the park, but will also take place outside of our work environs.
We are hoping to have the game ready to play by September at the latest.

From my very basic understanding of ARGs, I know what we are doing doesn't fit in some ways in terms of not having all the right tools or premise, but ignorance is bliss, and I'm determined to pull it off.

I would love ANY advice or ideas that anyone can offer.
