I tried cleaning up the video a bit:

Hopefully someone else can do a better job, but this does at least make the outline of the figure more distinct.

And yeah, after watching that a dozen times, it really looks to me like the person is wearing a hoody with a t-shirt, not a suit.

I think theres a couple things that need to be considered, regardless of who the mysterious average height figure is.

If its Jessica, what the hell is she doing looking into car windows in the middle of the night? As far as we know she has not met jay yet.

If its the Operator, why is he stalking Jay? Thats a first.

If its Alex, why isnt he waking Jay up? He was rather impatient their last couple meeings, so why would he be content to wait around all night now?

If its Tim, he should be hobbling up in a cast or splint.

TTA is still an ambiguous individual so i dont know how to define him. He's never shown up on camera for us before so thats another first.

None of them are extremely logical. I do like TTA though.

it looks as though the white part of the person's shirt goes all the way to their waist which hasn't been seen before on the operator. the white part of the operator's shirt is only around his neck and in a v shape. this leads me to believe that it's quite possibly someone else

I just noticed that there's a shine of light that appears on the left of the screen once the figure starts walking away (looks to be on the bottom-left of the frame around the window). It's much more visible in my edit than the original, but it's definitely there in both. No idea what it could be though. O_o

EDIT: Actually, it's there at the beginning as well. I guess the figure just walked in front of a streetlight or something.

I'm still on the Slendy boat after reading all 17 pages. At precisely 2:36 he is still slightly crouched and is already well above the height of the car, fully up that would add at least a foot and a half to what you can see. I think it's strongly implied that this is the Operator and I believe we are looking just far too deeply into this, for god's sake he didn't catch the SpongeBob thing right off OOG what makes you think they'll catch Slendy'd proportions relative to the vehicle first time. I think if they were trying to show it was someone other than Slendy they would've made it a tad more obvious. Regretfully, when it comes to these arguments, once must often take themselves OOG to come up with a logical answer.

After watching Rainey's edit, it looks like the white part that has everyone convinced is the undershirt of the suit is actually his hand, and it looks like the figure is clutching its chest.

If you watch the whole video, it looks like his right elbow is at the perfect angle to do that. The whole arm is dark (Which I assume to be the sleeve), except for the end there, which looks like its hand.

I was convinced it was Slendy until I saw BranRaindy's edit. Now I have no idea who it is.

I wanted it to be Slendy so badly....

I looked at Bran's edit, and I still saw a black outfit, still saw a necktie. And when people are arguing the finites of Slendy's appearence, you are of course remembering he's a freikin Eldrich Abomonation who's physical form can vary wildly in both it's general shape and appearence (hence the differing levels of distortion changing from extreme to nothing depending on how active his target is)
I'm sorry, but with The Operator, arguing finites is pointless considering just what what he is, which is where Occam's Razor comes in.

We can argue the roof off about Masky etc. as they are, despite their abilities etc., basically human and have a fixed form which is where we can argue. They have a set shape, size and bodymass. The Operator on the other hand has no such thing. He is simply that general shape and is as big as he needs to be...

yeah im going Occams Razor with this. i think its slendy.

if it is slendy, this poses a new question, why wasnt there distortion? does all the metal of the car somehow keep him away?
