 		People are talking about the Operator moving this humanly, but what about when Alex is in the park and Slendy is running around him?

He was really booking it then, and the glimpse we caught made it look like he was moving pretty naturally.

Well that would also eliminate Alex, Jess and Tim as they all know this to be the case.

 		To add to JustJim's post because my internet is being hella slow, at first I was certain the guy looking in the window wasn't the Operator, but after poking a screenshot for a bit, now I'm not so sure.

Is Jay at Rosswood in the latter half? I was convinced he was just an arbitrary part of the middle of nowhere. I assumed Rosswood was where Entry 38 was filmed, so the timeline goes:

Abandoned House Entries -> 3 weeks -> Alex calls Jay to meet him at Rosswood later (Entry 39) -> Entry 38.

Anyway, my feeling is also to assume we're looking at someone we're meant to ASSUME is the Operator, but really isn't, he just moves too fluidly for me to believe it's him.
