What needs to happen for it to become an ARG?

A (very unprobable) theory (or just wishful thinking):

The twitter account has been mentioning random people - some of them are following the account, some have tweeted using the hashtag. Some of them have done this hours ago, some just recently. So when the account mentions other people, the logical (and easiest) way to do so seems to be to just mention the ones who have done so most recently. But they don't. Could there be some code hidden there (maybe involving the first letter of the usernames or something)?

Can someone post a link to this twitter because i have searched quite a few places and can only find mentions of it rather than the thing itself (unless i'm being dim and have missed something.)

It isn't so much a twitter account as much as a hash tag.
So, just log into twitter and in the search bar, type in #thefirerises

However exciting it may be, I reckon we're probably over-thinking it at the moment.

1. site with audio file
2. audio file analysed to find Twitter tag
3. twitter tag leads to image

...even though the complete image was leaked, we'll probably have to wait until tweeted version is complete.
