 		Just here to answer the question about LaVeyan Satanism's use of The Enochian Keys. They were re-interpretations of John Dee's verses translated and rewritten to be used in rituals as a way to focus power into the task at hand. There are 19 in Laveyan Satanism and, although I can't find my copy at the moment, I believe they are each attached to one of the infernal names.

LaVey was also raised in California.

Looks like the sigil is likely related to some of Crowleys works. That should limit what we have to search

4th line i changed the U in SOUERHT to a V, and the UU in ROUU to W then most of the line appears to be an anagram.

with the letters SLYFLAHRO left over. HALF might be one of the words as well as SLY leaving just OR. The sentence is missing a B though so I'm not sure if that is missing through an error in the original text or a translation error or if it is purely coincidence that the majority of this line mostly becomes a well known panagram.

I haven't played with the other lines yet but maybe if we approach them as anagrams we'll have some luck?

If you start from the bottom to the top,reading right to left, and take all the single and double letter groups... You can read that part of the message.

 		There might have been a typo in the last two lines (boldfaced):
