OK, people, I did some kind of translating tool.
This is an editable PDF, where you can enter the letters in the blue squares - and it will be updated everywhere under the same sign.

Try out various variables. If I made some mistakes, please correct me - the most difficult was this "Spanish" alike sentence on the right with ¿...?
You can save this PDF even with Adobe Reader (and you can open it only with Adobe Reader).

That is very helpful. I think there is an error though. The half heart-shaped symbol for the title string. It only appears in the title string once, but if you put in a value for it, the pdf copies that value into the third and fourth place of the second word. It should only copy a value into the third place/letter.

I've counted the "half-heart" 5 times, once in the title, once in the left word, ad i also counted the "looped Y" as the same glyph, but I'm not sure of that last thing.

Well, I'm replacing the glyphs by random letters just so everyone works on the same thing.

Bottom-left : NOFLHD AONH ELTG ELFH

One more thing : it's not an existing language using its own alphabet, most of the glyphs aren't in the extended characters table.

By the way, we could think about what is actually drawn... It seems to be a device able to tilt when you pull on one of the cables... But what the hell is drawn in the "head" ?

I noticed the right thing between questionmarks features all of the 3 'P' and 3 'K' out of 4, although containing less than a third of the glyphs. I really think it's in another language than the rest of the words.

Agree, I think it is not English. If it were really Resident Evil, there was that fictional Spanish alike language in the Easter Europe (??? - whatever) in the Wii Resident Evil. I have this, and sometimes, after work I chiil out with some riffles... you know

Yes, this is good question. I mean, the picture is not findable through google. But is located at 8-3-11-Server. So this is official, but who spreads the news about hidden official items?

Perhaps this is the first task we should solve?
Or perhaps somebody was accepted as recruit, get some tasks with online contents and is now is whistle-blowing them around
