Well i've been lurking and I can help you guys out on the audio file.

The audio file is SSTV (What is up with PM's and SSTV nowadays?) Attached is the image that comes from it.

Yet another ROT cipher.

I think the point about 3's is that we have 3 threes at the moment, so they are not accepting any more into the "New generation"
