Where'd they even find Noah? Why did they pick him to join THAC? Who even is he? Did the boys ever even address these questions?

Bingo, you pretty much summed up the whole problem.

Troy has been on the record as not really being into horror; I wouldn't be surprised if this is the sort of situation where because he doesn't like the genre, he doesn't really understand how it works or how to please an audience which does like it. I begin to think that Joseph or Tim had the real storytelling chops in the group.

I couldn't possibly comment on that. I wasn't brought in by the horror elements as I was by the mystery and ARG, for the parts of horror I did enjoy I feel like it was the camera's relationship with TO or Masky, it felt like a contemporary style or horror that someone with a lack of understanding could pull off. That said, assuming Troy was the brains of THAC is flat out naivety, which is one of the many reasons THAC is so broken, Troy's name is in the title of the company.

i was making a joke, but i doubt these are building up to anything. it'd be troubling to think they're investing more of the storytelling muscle in this than other projects. it's just more of the worn out "XD random" THAC-brand humour

So 4/4 came and went. Evidently on their patreon schedule they said last week they'd release a CL44 trailer, which never happened. They obviously want to make the trailer to show people they're still working on CL44 and that it has an interesting future, but if that too can't get released on schedule (or maybe ever?) then it really paints a bad picture. The patreon schedule also said the next broadcast would be "early early next [this] week," which if you ask me was a time that came and went. At this point I suspect Troy is both aware he can't just release another half-assed video, but also is fumbling as to how to make something better to draw in viewers, thus delaying the new video indefinitely. And I suspect that while this happens Noah is in another room watching anime.

A pretty fundamental question I have about this is: "why in the blue blazing fuck are they making a trailer for a series that is already midway through its run?"

I can think of a bunch of possible reasons, none of which imply good things about the future of the series.

1: There's some logistical snafu which is preventing them from completing a new broadcast, but they can film around it to get material for the trailer. Problem: it is surely easier to just write around the problem and push on than film around it and do a trailer. If Troy and Noah can't work out a way to do that, I don't have high hopes for their ability to write the rest of the series.

2: The series has come to the end of season 1 and Troy wants to tease season 2. Problem: we haven't had enough solid content for *episode 1*, let alone season 1, so if Troy thinks that this is a sensible place to call a halt and plan part 2 he's deeply out of touch with the audience.

3: The series is being put on a mid-season hiatus for a while until things get sorted out and Troy wants to keep us excited about what is coming. Problem: if THAC's troubles have hit the point where filming CL44 has become impossible, there is absolutely no guarantee that it will become possible to film CL44. Plus, again, if they can film and edit together a trailer they can surely just film and edit Broadcasts.

4: Troy has realised that the fanbase is deeply bored and wants to give us something exciting to convince us to stay onboard. Problem: if Troy thinks we need a teaser trailer to keep us interested, that doesn't suggest he has much confidence in the series so far. Begging the audience "Stay with me, it's about to get real good!" when you're 13 episodes into a series is a sign of desperation; the series should have been getting good way before this point. (Some shows do improve in later seasons, but that's usually because they are able to identify what audiences are enjoying about the show and tease that out better whilst addressing their faults, and I am not sure how to do that with CL44 without producing something entirely tonally inconsistent with what has come before.) Plus, again, if he wanted to get the audience excited he could just film a genuinely exciting Broadcast rather than mucking about with a trailer.

5: THAC have been working on some totally out-of-left-field aspect of the CL44 experience, like a videogame or a movie or something, which they want to promote. Problem: given that the patreon money has run out and the YouTube views are way down and they lost half the team, I don't see how they'd have had the budget, time, resources or personnel to do anything remotely ambitious along these lines.

6: We've all been assuming that the trailer would consist of newly-filmed material, but we're wrong; instead, the trailer's going to consist of material from the first 13 Broadcasts. Problem: what the fuck would be the point of doing that when most of the people who watch the trailer have already seen the Broadcasts in question and aren't keen on them? Plus, anyone drawn into the series by the trailer is still going to have to sit through those first 13 Broadcasts and get frustrated with them.

7: Like possibility #6, but "trailer" is a bit of a misnomer - it's more like a synopsis, a sort of "best-of" compilation of the first 13 Broadcasts covering all the important plot points to give people new to the series an easy point of entry so they don't have to watch the first 13 Broadcasts at all. Problem: this makes us all look like total idiots for sitting through those Broadcasts in the first place.

8: It's just an official release of the teaser video they played at that con a while back before CL44 started, with perhaps some additional editing here and there. Problem: if they put out something this content-light what remains of the fanbase are highly likely to drift away.

I'm just not seeing an angle from which making a trailer at this point in time makes even the tiniest shred of sense, or resembles anything other than a desperate bid to save a series that has come right to the brink of total failure.
