my guess is the code is the name of the department. I've tried typing in

public works, public health, department of public health/works

nothing so far =P

I have gone back and started playing Resident Evil 2 and 3.

The answers to this/some of these clues are going to be in game and in the obscure journal entries...Well that is what my hunch is telling me at least.

Not to mention anyone who read the books would be extremely useful...
