Honestly, I think it's just that I'm shitty at translating Spanish anymore. High school Spanish class is nearly a decade behind me. That, and I think that the writer is an English speaker, as some of the lines follow English grammar and structure, I think. Again, it's been forever. I played around with it a bit, and here's what I've got now.

Thanks for the composite. I'm a native Spanish speaker, so I might be able to get a more effective translation... let's see:

and that's as far as i feel comfortable transcribing- now for the translation:

"They sleep in his/her/its dreams. It/she/he wakes at your pace. They shall serve you as a guide in the darkness, which will keep you in the clocks, creature - " the rest is too distorted for me to attempt translation.

Yeah. I went back and read more after I posted that. It seems the "refresh" symbol means "Mute Preacher"

"In addition to these shades, there are the Mute Preachers. Interesting that they are referred to in English terms. They appear to be normal humans, however lack the ability to speak (as mute would imply). But they all seem to carry books with a symbol. This is that symbol I mentioned before that looks like a refresh sign on a web browser or a shuffle symbol in a music player. Kind of interesting seeing it everywhere. I'm sure that I've seen it elsewhere before. Something far older than technology. I'll research it more later. But I guess the point of these Mute Preachers was that they were used as recruiters. Recruiters for what is uncertain. Seems inconvenient having your messenger be unable to talk."

I think I've figured out what 15-89 is... it's actually 1589... that's the year the Roanoke Settlers disappeared.

looking closer

i looked closer at the last video posted at the journal entries by James just in case any one was wondering like i was what it said
at 1:22 it says " New camera today I plan on returning it. Im done with videos."
at 1:24 it says "I don't remember writing anything in this journal I must have though

also i noticed in that email that was posted there are a lot of errors like capitalization and key's is possessive and capitalized when it should be just plural... maybe there is something to that to help find meaning in the text at the bottom? Just a thought Smile

Okay I got it. Solution:

Keyed Caesar cipher, no shift, key = ROMAN (as in the Roman Empire, the clues were Caesar, Augustus, Alexander the Great).

The message reads:
