Did we ever figure out why this article is here?

I like to think that all these docs that we find have a purpose.

Could the name refer to a subdepartment of Quant Physics at NRU?

Or is the reference a code name/password?

Some personal speculation: 092 (the submission number) has become the project number at NRU. Maybe we can find the others at the arXiv site as well under the respective numbers?
One of the projects deals with Quantum Cryptography.

NRU is a small college, while it is possible they have a few subdepartments in each, I wonder if there is enough content generated to warrant separate pages on the NRU master site.
