Nice solve! I was playing with anagrams but didn't think to start with RHINO.
EDIT: ROT-13: THE MORNING STAR BLAZES IN THE SKY white leads to:
http://rhinopoetry.org/poems/2008/magneson.pdf
Line 11, words 7-9 are "black keyhole slit"
Now here's the next puzzle:

It may also be "their gravelly tongues" if you count each line instead of each sentence. But this is 20 characters and the next solution is only 10. I am having a hard time finding the correct 7-8-9 that is only 10 characters.

I think Jabroni is right. Poems are numbered by lines not sentences. And I'm sure everyone has noticed that the letters: R.h.i.n.o. are in "their gravelly tongues".

"sealant level event" was in the text of the Jack Miller blog. (WGM6.jpg entry dated Mar. 2006, in the Prync3ss folder from BristelGoodman.com). Maybe the next solution is also in the blog?

Got it. I went through all of the documents we have been given looking for phrases that had 4 letters then 6 letters and was also contained in that phrase "their gravelly tongues."
Spoiler (Rollover to View):
In the pdf rhinoHI239, it mentions that the project began training on Levy Street . It is case sensitive. I'm not 100% sure of the full anagram:
Levy Street Rhino Laugg(?)
The next puzzle is a series of numbers:
The hex numbers convert to [modxcjfzYjxn which is rot-5 [rtichokeDocs. I guess it's a typo and should be ArtichokeDocs? Seems to be some classified documents about torture .
Edit: I found more here and here .
Spoiler (Rollover to View):
Got the password: "MKUltra"
Ah, where is everyone? I solved the next
couple
one but I don't want to spoil everything! I'll wait.

Good solve. "Levy Street Rhino Laugg" is "Levy Street Rhino Gulag ". A Gulag is a forced labor camp. A comment about the RHINO program?

The next one decodes to an ip address. I googled it and found farsight.org. The next password is:
Spoiler (Rollover to View):
Farsight
Then after that you get some ciphertext that is encoded with Vigenere. If you use the password "farsight" to decode it you get "absolut power corrupts MOBY" I believe. I am at work so I don't have my laptop. I'm not sure how this leads to the next password though.

I couldn't figure out what that is supposed to mean. Is the spelling of Absolut supposed to point us to some foreign country? There was Project Moby about spying on the Russians or something.
Edit: Maybe the word Moby is supposed to point us to Courtney Brown ? This guy is the creator of Farsight.org and he kind of looks like Moby.

I tried googling "absolut power corrupts MOBY" and the common factor for each result is this famous quote: "Power tends to corrupt, and absolute power corrupts absolutely." It is attributed to John Dalberg-Acton, (generally referred to as Lord Acton) an English historian, politician and writer. I have no idea where this Acton guy comes in or what we are to make of Moby.

I couldn't find anything related to John Dalberg-Acton that fits the next password (4 letters/6 letters). I'm stumped.

Been lurking on this for about a week. Hello!
What about that anarchy symbol behind the clue? Is there anything in the original BG that might relate to anarchy?
Also, the misspelling of "absolut" and the random "MOBY" smells like anagram to me (or partial anagram because it's only 10 letters). But no luck with that, so far.

Just to let everyone know of my failures: I took the MOBY and the anarchy "A" and the idea of absolute power, and that lead me to think about Moby Dick and Captain Ahab. LONG story short – I got nothing. Tried anagrams, tried … everything.
Then I thought that maybe the "A" was meant to reinforced the "Lord Acton". So I tried anagrams until I realized that we needed 10 letters and not 9.
Then I went back to the original vigenere clue and plugged-in variants of Lord Acton as the key. (I had done the same with Moby Dick.)
The results were
1. a line of gibberish and the word "DRIP" (instead of MOBY),
2. a line of gibberish and letters "JGRO" (a company that makers routers, wooo! 10 letters, but no, "JGRO routers" is not the solution) and
3. a line of gibberish and the letters "USPD" (Google results mostly point to "Unabhängige Sozialdemokratische Partei Deutschlands", trans: Independent Social Democratic Party.)
I did this over the weekend and got depressed. So I thought I'd share that with everyone .
