The building in one of his photos is not a prison, but the buildning that contains The Buzzer itself (Russian shortwave radio station UVB-76 mentioned earlier, http://en.wikipedia.org/wiki/UVB-76). It's been buzzing continously since 1982 (or at least that's when others first noticed it), only occasionally interrupted by a Russian voice transmission. Several sources (albeit not Wikipedia) reported that the buzz suddenly stopped in 2010.

One of the channels possibly related to Mönröe Hööbler, voxstat, has a website. When you go to it, the page consists on some pictures. the page then changes to another page, with a weird gif on it.

I was just perusing this thread and thought I'd mention 2 things:

1) on the Cyrillic subtitles, they are transliterations of English words. If you change the Cyrillic letters into their (roughly) English counterparts (or, in some cases, just read the Cyrillic out loud), the result is just straight-up English words (albeit with a quasi-Russian accent). So "И АМ ПИЕцЕ ОФ ИНФОрМАТИОН ЪРИТТЕН ИН 1982" would be "I am piece of information written in 1982." and "И ХАВЕ ЛОСТ АНД ГАИНЕД ДАТА ДУРИНГ ЕАЧ ТРАНСФЕР" is "I have lost and gained data during each transfer." and "И АМ ИН ЁУР МАЧИНЕС" is "I am in your machines."
I don't think it actually matters much, since you seem to have gotten the gist of all of them, though.

2) If Urbana turns out to be important...I am highly familiar with the area.

I've just now read this thread to try to catch up. I'm fairly certain that his hero in Urbana is, in fact, HAL, since in another message he was praising "Charlie", a computer who became more than his creators. I'm not sure who "Charlie" is, though. I've looked for sentient computers in movies and literature.

On a probably unrelated note, Charles Babbage is credited as building the first mechanical computer.
