I did some more reading up on that link that someone posted about the Liebert who is a manga/anime character and then some more reading about the manga and it seems there are characters in that manga called Capek (in Czech it would be pronounced "Chapek") and Bonaparta- both doctors who are involved in sinister eugenics experiments. There's also a mention of a Rose Mansion.

Wikipedia doesn't specify but it does say "Tenma eventually learns the origins of this monster: from the former East Germany's attempt to use a secret orphanage known as "511 Kinderheim" to create perfect soldiers through psychological reprogramming to the author of a children's book used in a eugenics experiment in Czech Republic." (Tenma being a doctor and the protagonist of the manga) It also mentions that most of the action takes place in Dusseldorf, Germany.

As I was searching for mentions of the mansion in that article I also noticed that there were several mentions of storybooks which apparently play a significant role:

Other books include The Big Eyed Man and the Big Mouthed Man, The God of Peace and The Quiet Village. His stories are full of metaphor and symbolism, often with monsters as important characters. Bonaparta admits his guilt for making Johan; he later tries to kill Johan but is, instead, killed by Roberto (who dies of his own wounds) in front of Tenma and Wim. His real name is Klaus Poppe; other aliases include Emil Scherbe, Helmuth Voss and Jakob Vyrobek. Bonaparta revealed the twins' mother's name (Anna) only to Lunge and Tenma; Another Monster states that almost all traces of her were erased. After the mass murder at the Red Rose Mansion, it is hinted that Bonaparta erased her past; his son Jaromir Lipsky hints that Bonaparta wanted to isolate their mother and make himself the only one who knew of her existence.

There really isn't much we can do about it. Plus she seems to have stopped the situation so maybe we should wait for her to contact us.
