I assume they're referring to a space elevator. A ground platform would be linked by a very strong cable (think carbon nanotubes or some other high tech material) to a counterweight in orbit. Elevator cars can then ride this cable up to the orbital platform, making gravity escape easier. The ship would be docked at the orbital platform ready to go when the elevator gets there.

They have mentioned space elevators at least once so far. It makes it so you don't need rockets to get something out of the atmosphere. I think one of the other worlds in the union was more known for them then Earth. I'll see if I can find where I read it.

I've tried the passcode first / officer # and the reverse after the horizon site but so far no go.
ETA: There is also a mission # 42771

I see. That makes sense. I wouldn't surprised if whoever at the IU that coded that censor didn't want us (or others on Earth, for that matter) to get in.
