playing audio recordings over the phone?

The end result that I am looking for is to be able to call players and have an audio recording be playing when they answer the phone.

Since the technology to do this has changed I was wondering if there was an easier way than the following:

The plan was to use an audio mixer that can plug into my laptop and then use skype to place the call as well as play the recording. The objective is to have as clear a sound as possible.

I would like to play back the recording using the same device that it was recorded on and transfer the information digitally so that I minimize quality loss.

Any suggestions?

EDIT: Just an update, in case someone else wants to do the same. I visited a local audio store and was informed that the way I was approaching this problem was correct. I later found out that I needed to purchase an external sound card because my internal one did not have a "stereo mix" option. So the way that I will end up doing this will be to record on my Zoom h4n, load the recording onto my laptop to play through iTunes. When a player is called all I will need to do is set up my external sc in "stereo mix" mode and adjust a few things in Skype.

I love bees (HALO promo ARG) used payphones in that manner I believe. I don't know what program or recording technology they used, but they would dial various payphones across america and a recording would play when the p0hone was answered.

There's also a service called Twilio ( https://www.twilio.com ) that's used for VOIP, and is very feature rich and flexible for customizing internet-based phone systems. Might be a little more than the answer you're specifically looking for, but they do describe the optimal WAV format for sound files they allow playing, based on transcoding/converting and phone technology.
They recommend lossless (eg WAV) 8kbps audio, over higher quality or MP3 compressed.
AFAIK, phone analog audio isn't the best anyway, but you can get a decent sound with an 8kbps wav. If you don't have a phone number to use in your project, I recommend Twilio. Used it experimentally for a project of my own and it was beautiful. Takes some programming though (but the site is filled with examples and tutorials)
