Has anyone tried ROT13? Just a random idea I had but i don't really feel like trying myself.

What if the new tweet is just suggesting that the message is formed by the letters that are not in use?
I mean, if we substract from the alphabet the letters that we get from the numbers...

I don't think so, it seems completely crazy and improbable... but this puzzle is damn difficult...

I had an idea that maybe the pairs represent a number 1-26, but are shifted forward by multiples of 26.
Using a modulo operation to find the remainder of each pair divided by 26 returned some viable numbers.

Code:
Original numbers, followed by remainders, followed by letter translation

There are many complicated solutions we could try, but A) No puzzles so far have been too complex; B) This is a short ciphertext so it's very hard to analyse. In the Black Mesa ARG we had a ciphertext with about 22 lines with 5 groups of 5 numbers each, much like a military radio transmission. From that we knew we were likely dealing with some serious cipher, and I figured we had to use some straddling checkerboard at some point to convert the numbers into letters. It was tricky, but after a couple of days we finnally settled that it was a SECON variant (with an extended checkerboard) of the VIC cipher (due to a clue like "Victor would like this extension" and a coin in a SSTV decoded image), but it still took many more days before we were finally a able to decode it.

tl;dr The point is, if things start getting too complicated, we are probably doing it wrong, unless something tells us it should be like that.

Given the typical content of a TTA message, I'd be inclined to agree nine times out of ten. However, there's been a lot of signal from the Twitter feed about this clue, making me think there's something important there.

(plus I really just want to see this stupid code solved arghh)

Then what could it be? A location? A name? Whatever they're planning, it'd better be worth it. Just trying to solve one part of the code is pulling teeth.

Wait im just not getting something. Why cant the code be scrambled after we decipher it? I mean, the description was backwards. Maybe the text is in another order too.

I'm trying to do this on paper, and I think it's because numbers like 72 and 27 could potentially be the same letters.

Also, I was just thinking, what if numbers with the same digits indicate which numbers represent either one letter or two letters?
