I'm pretty sure it's 03 because it can't be 3, since all the numbers are supposed to be read as pairs, so to get something less than 10, it needs to have a 0 in front of it.

This is actually quite interesting, reading your summary I discovered that if a vigenere or vigenere-like table was used, then numbers with the same negative or* (not and) positive difference would yield the same letter, because they lie on the same diagonal line.

Sorry if this has already been obsevered, I really don't remember...

No, it's not. The same as Decimal is 0-9 and not 1-10. 0-7 is standard, there is no 8 in Octal. 8=10.

Whatever translator you used did not give you values in base 8.

12 numbers given, each representing two numbers respectively, giving 24 letters used, so two missing. That much is pretty much kind of maybe a little bit certain...

That means it adds +1 to each digit, which is moronic...

EDIT: the tool actually outputs correct digits, notice they are all in range 0~7. It's just a misleading description...

Someone earlier (aarvens) was talking about a key (WAY before we found out about the Nihilist thing, so I don't think they knew)

The Nihilist cipher uses a "key" as well. I think maybe the Polybius square may be "SEES NOW" and the key may be "PERMANENCE." Can anyone try this?

I meant the Polybius square, not the plaintext haha. The plaintext (as I just learned) is the text you want to encode...
