Calling 6464612531 now gives a new recording with an additional wind instrument playing too. I have no way to record at the moment so maybe someone else can capture it.

It sounds same tune as bells however different instrument.
Perhaps they are try to get us to not focus on bells but as you all have point out the tones and number of key tones.
I do not have much time to analyze at present. However initial inspection I hear 10 tones.
I will have more listen to tones when I return home.
I notice is still as ear splitting. Haha
I wonder why the bells are still in the recording when the number is called. There is a slight overlap from when the bells start and the wind instrument starts.

Thanks for recording that. 11 digits could be 1-xxx-xxx-xxxx. Also, when I call it still has the bells in the background. Did you clean that up at all?

It's not a very good recording, I lost the bells. Hopefully someone will post a cleaner version.

The way these are spaced out into groups, it reminds me of a dotted quad, so an outside chance it could also be an IP address. Just a thought.

And here's the spectrogram for the harmonica...
Edited using clearer recording.
This way it shows there are two harmonica notes being played together for tones 4,5,6,7,8,9 and 10 but single notes for 1,2,3 and 11. It was similar for the bells alone before the recording changed.

Maybe a little cleaner
EDIT: The one in the post above is much better than this one.
Speed up to 78 rpm does it sound more like a song?

Well... it's been a day. I've thought about it, and I've got nothing. Anyone have any other ideas about this music snippet? I tried researching musical codes but didn't find anything that seemed like it'd WORK.
I want to ask our friend about it, but I'm not entirely sure what to say. I guess I'll just email them and see what they think.
Is it me, or when the song was sped up to 78 rpm and you listened to it, was there some other weird sound in the background at around the 2 second mark? It's barely audible, but I could SWEAR there is something like a whine or something.

For what it's worth the new instrument is a melodica. I have been stuck on this since last night too.

Maybe somehow convert notes to DTMF tones?? There would need to be a max of five notes ( 5 and four played together equals nine.) Being musically impaired its a dead end for me.

Edit to add- Or just pitch order 1 thru 5 and play with the combinations?? (Or 0 thru 5 if there's a zero)

Just received a phone call. Wish I had been prepared to record. Was simply 3 notes on the harmonica. Be prepared if you get a call from New York.

I also got that call. The tones were recorded on my voicemail. Going to try to export it.
