Strange Phone Number... ARG, or real spy stuff? came across this in 4chan - decoding help? At around 2AM CDT last night (9/10/2012), a thread was made on /b/ with the title of "Creepy phone numbers thread" and originally was suppose to be a thread discussing creepy numbers and incidents associated with those creepy numbers. The attached number to the post was a number based out of Colorado and is (303)-309-0004. Upon calling this number, an automated prompt answers your call and asks for a passkey.
Here's a pastebin link to transcriptions of the calls when certain Agent or OTC #'s were used:
http://pastebin.com/RcVTvdvz
I can't tell what the codes are... anyone help on this? OH and I'm not sure this is an actual ARG, but it is intriguing, and I'd love to find out what they mean. There are also coordinates as well, and google map results even pinpoint some locations to warehouses in the middle of nowhere!
If it is an ARG, it looks fun, if not maybe its some kind of military training exercise? O_O It's been dubbed "Colorado Phone Conspiracy" and more info on what has been speculated can be seen here: http://pastebin.com/tP9ym0af

Cool. Most of the coords are at sea now too. Weird.
It seems like everyone in irc is still unsure whether this is an ARG or something real.

Has anyone decoded the numbers in the transcripts?
If I'm not mistaken it looks like input into a digital gps/fleet assignment computer commonly used in highway maintenance, large trucking companies, etcetera.

I found another Site that's been playing around with this Since Nov, 2011.

Have a read...especially the Colorado State Capitol building.
Yeah, I'm not gonna touch this.

The second set of coordinates point to a field in Texas close to a city called Victoria. The third set (the one with supplies) is on a mountain range in the middle of Oregon.

Later whet we discovered another agent code that plays SSTV image or ARCTIC.
ALSO kind of important
On beginning of first phonecall there is some speech in unidentified language. Here is link to it. Please post what language it is if you have any clue!

update
we got the drop, it was CD hidden in book in library in Oregon
http://imgur.com/a/4v1XX#0
on CD were 5 file that are very big and worh as codebook for deciphering new kind of messages that appear on phonecalls on certain agent codes.
So far we found and decrypted two of those
vblph azujx scdej rdymn lbess tgomk iqvhy cakkr ndwew lcgqw ifjrv wdyat xzndr eoyom afzkz ---> PAYLO ADTHR EEXXX TRAJE CTORY GOODX XXREA DYFOR REENT RYXXX TARGE TMELT INGCO MPLET EXXXX

PAYLOAD THREE TRAJECTORY GOOD READY FOR REENTRY TARGET MELTING COMPLETE
2. (ag number 2896)
MELTING OF INCOMPLETE PAYLOAD THREE REENTRY WINDOW IN DELAYED BY NO LESS THAN FIVE DAYS SEA TROOP REQUESTING DROP
Part of message in mysterious language is latin. IT is from Virgils, Eneid
It translated to something like: "We will die unavenged" moriemur inultae, sed moriamur' and
" it will please me to go below" 'sic, sic iuvat ire sub umbras.

Out of morbid curiosity, did they decode the dead drop yet?

Yes. files on the CD (p1.txt, p2 ,p3 p4 and otp.txt are "codebooks"
They are used to decrypt messages that we get from phonecalls sometimes.
So far we found two of them, first one was decrypted using p1.txt from CD
PAYLOAD THREE TRAJECTORY GOOD READY FOR REENTRY TARGET MELTING COMPLETE
Second using p2.txt from CD
MELTING OF INCOMPLETE PAYLOAD THREE REENTRY WINDOW IN DELAYED BY NO LESS THAN FIVE DAYS SEA TROOP REQUESTING DROP
we expect 2 more messages that will fit p3 and p4.txt
Method to decryipt is simlpe actually.
vblph azujx ----> PAYLO ADTHR
you take word from ciphertext VBLPH and then you search p1.txt for same code. Word left of that code is decrypted text. Its advanced substitution cipher actually.
here is link to CD iso

but carefull files are 150MB big you need txtx editor that can handle such big files
notepad++ or some other giant files txt editor will do
long explanation of cipher (with few mistakes, its not OTP cipher but "advance# substitution cipher)

Been lurking this thread, hoping it would heat up. Seems it has, but I am debating on whether or not to jump in just yet...

it is pretty interesting and everybody are wellcome
community is quite big (around 100 people on IRC constantly)
http://webchat.freenode.net/ channel #OTP22
I am not updating this thread with all details since there is quite alot of things to do and see. Some people are following ships coordinates and ploting maps, some are transcribing calls ,some are calling., some are working on files from CD, figuring what are salts, SSTV...
So far we have pastebin, google docs, wiki page...
http://otp22.referata.com/wiki/Main_Page
http://otp22.com/
https://docs.google.com/folder/d/0B5iZB7A31G4IRFBqdUgwZGFYUUU/edit
We created automatic dailing system, so we dont have to call constantly.
But we still have to do it personally to try new agent codes.
