The Blink Network ARG Puzzle help

The above string of numbers is part of a puzzle I'm working on for the ARG of Futuristic Violence and Fancy Suits, the new novel by David Wong.

From the look and amount of the numbers it is most definitely octal based. However I have not been able to systematically rearrange the numbers in a way that produces text that means anything (we would most likely be looking for a twitter handle, imgur link, bitly, etc). Any help would be greatly appreciated.


To give some detail on how we got to this point:

We received a mp3 file with strange noises in it, it was a SSTV image. The image had the following on it: NEMEMEMEMAMEMcNAjyTyT3Tljyj2Dxzy

Cutting that string in half and zippering it up gives NjEyMTEyMTE3MTElMjAyMjE2MDcxNzAy which is base64 for 61211211711%202216071702

we are taking %20 to mean the space character which gives us

61211211711 2216071702

which is 21 characters (not including the space) which makes nice for octal numbers.

Is '%20' a space in octal? It seems like you might want to use the % as a simple delimiter. Just for grins, I used this tool and put the two sets of numbers into the octal panel and hit decode. In the base32 box, it returned strings of letters which might be useful, or it's just a coincidence that the first part looks like a word or name.

 		'%20' is URL encoded ascii for a space character. We are assuming '%20' in this case is that space as it gets the amount of numbers to work with to 21 which is divisible by 3 and is necessary for octal numbers.

I tried working with the base32 as you suggested and got nowhere.

Looking at the distribution of the numbers and the unique characters of 0,1,2,6,7 make me believe it an octal to ascii translation we are looking for since capital letters are 101-132 in octal and lowercase letters are 141-172
