 		I think that quote came from the Far Point episode: "On the maiden mission of a new Enterprise, a God-like being known as Q challenges the crew to discover the secret of a mysterious base in a truly intelligent & civilized fashion."

 		Q is the bomb!

I also believe that quote is part of the series finale, "All Good Things". The episode can be considered a bookend to the "Encounter at Farpoint" episode.
