 		Received a Cryptic letter today. Could it be an ARG?

Not sure if it's a trailhead or if it's related to a current game. anyone else receive one--or can you make anything out of this?

 		Yes this is part of what's being discussed in the Time Travel institute thread on here Smile haven't seem a letter like this yet. It's a decoder for sure
