 		Those lines are from a poem.

The Fairies by William Allingham

Probably outside of William's native Ireland and some poetry geeks parts of this poem about the little men are most famous because it's said by someone outside the factory in Charlie and the Chocolate factory, foreshadowing the umpa lumpas.

What any of this means. No clue.
