General: Privacy Concerns and the US govt

Here is a recent report prepared by the Government Accounting Office about data mining currently used by the Fed government:

http://www.gao.gov/new.items/d04548.pdf

Assuming you don't want to read all 71 pages here is a summary from a law web site I find reputable:

http://www.techlawjournal.com/topstories/2004/20040527.asp

The section about the Department of Defense:
Quote:
The Department of Defense (DOD) also operates numerous data mining projects. For example, there is its "Verity K2 Enterprise", which "Mines data from the intelligence community and Internet searches to identify foreign terrorists or U.S. citizens connected to foreign terrorism activities". It uses both personal data, and private sector data.

There is also a DOD project named "Pathfinder" that "Is a data mining tool developed for analysts that provides the ability to analyze government and private sector databases rapidly. It can compare and search multiple large databases quickly". It uses personal data. Both Pathfinder and Verity K2 Enterprise are used for detecting terrorist activity.

And about the Patriot Act's most controversial provisions from http://www.techlawjournal.com/alert/2003/10/06.asp :

1. Business records can be obtained by the FBI simply by certifiying to a judge that the records are sought for a terrorism or intelligence investigation, a very low standard. A court no longer has authority to question the FBI's certification. The FBI no longer must show that the documents relate to a suspected terrorist or spy.

2. The FBI can conduct a ``sneak and peek'' search of your home, not notifying you of the search until after a ``reasonable period,'' a term which is not defined in the PATRIOT Act. A court is now authorized to issue a ``sneak and peek'' warrant where a court finds ``reasonable cause´´ that providing immediate notice of the warrant would have an ``adverse result,'' a very broad standard. The use of ``sneak and peek´´ warrants is not limited to terrorism cases.

3. The FBI can obtain a ``John Doe´´ roving wiretap, which does not specify the target of the wiretap or the place to be wiretapped. This increases the likelihood that the conversations of innocent people wholly unrelated to an investigation will be intercepted."

When we were playing Majestic I had a really good stat tracker on my site, and a someone on a DOD network did visit it. I was so psyched. And as I remember a lot of the other big MJ sites got similar hits. Frankly I would find it hilarious to know some poor intern at the DOHS is forced to sift through these kinds of conversations. Smile

Oh, and "Dogs barking, can't fly without umbrella." Wink
